HISTORY OF INDIA METEOROLOGICAL DEPARTMENT

IN INDIA, THE EARLIEST METEOROLOGICAL OBSERVATIONS SEEM TO HAVE BEEN MADE BY “GOLDINGHAM” IN MADRAS (now CHENNAI) AND GOT MUCH APPRECIATION AND “ASIATIC SOCIETY OF BENGAL” WAS FORMED IN THE YEAR 1784 BY SIR WILLIAM JONES.
THE METEOROLOGICAL OBSERVATIONS RECORDED AS EARLY AS 1793 WERE SYSTEMETAICALLY RECORDED BY PREPARING A METEOROLOGICAL REGISTER IN 1796. THERE WAS NO PROPER SCIENTIFIC USE OF THESE OBSERVATIONS FROM 1796-1860. IN 1857, ACTING ON THE PROPOSAL OF ASIATIC SOCIETY, Col.R STRACHEY THEN APPOINTED A COMMITTEE, WHICH SUBMITTED IT’S REPORT IN 1862 AND HIGHLIGHTED THE IMPORTANCE OF UNIFORMITY IN Met. OBSERVATIONS. RECOGNIZING THE VALUE OF REPORT, THE BRITISH GOVERNMENT THEN ESTABLISHED THE METEOROLOGICAL DEPARTMENT IN 1875, UNDER THE MINISTRY OF REVENUE,AGRICULTURE & COMMERCE, AND Mr. H F BLANFORD WAS APPOINTED AS THE FIRST “IMPERIAL METEOROLOGICAL REPORTER” WITH CALCUTTA (now KOLKATTA) AS HEADQUARTER. PARALLEL OBSERVATIONS WERE ALSO HAVE BEEN FOUND TO BE RECORDED SINCE 1841 IN BOMBAY PRESIDENCY IN COLABA, BOMBAY (now MUMBAI). A TEMPORARY BRANCH OFFICE IN THE PREMISES OF TELEGRAPH OFFICE, SHIMLA WAS OPENED IN 1875. NAGPUR CITY OBSERVATORY CAME INTO EXISTENCE ON 01.01.1869 IN THE PREMISES OF MAYO HOSPITAL.
Mr. BLANFORD RETIRED ON 8th MAY 1889 AND HANDED OVER THE CHARGE TO Mr. JOHN ELIOT. ON 01st APRIL 1899, THE DESIGNATION OF IMPERIAL REPORTER WAS CHANGED TO “DIRECTOR GENERAL OF OBSERVATORY”. IT WAS DECIDED IN 1905 TO MAKE THE SIMLA OFFICE AS THE HEAD-QUARTER AND CALCUTTA OFFICE AS THE BRANCH OFFICE. DUE TO OPERATIONAL REQUIREMENTS, THE SIMLA OFFICE (1916) WAS SHIFTED TO POONA (now PUNE) IN MARCH 1928. A FORECASTING CENTRE WAS OPENED IN DELHI IN 1929 AND SHIFTED TO PRESENT LOCATION ON LODHI ROAD, NEW DELHI-3 ON A 30-ACRE LAND IN 1940.
FOR SMOOTH RUNNING OF THE Met. DEPARTMENT, 7 REGIONAL METEOROLOGICAL CENTRES WERE ESTABLISHED IN 1945 AND WERE LOCATED IN BOMBAY, CALCUTTA, DELHI, KARACHI, LAHORE, MADRAS AND NAGPUR.
CENTRAL OBSERVATORY AT ALIPUR WAS THE FIRST OBSERVATORY IN INDIA TO IMPART TRAINING TO THE OBSERVERS, TO TEST THE INSTYRUMENTS AND STANDARDIZE FOR TAKING SEVERAL TYPES OF OBSERVATIONS.
A ‘NEWMAN BAROMETER’ WAS INSTALLED AT ALIPUR OBSERVATORY AND WAS USED AS A STANDARD BAROMETER. TWO OTHER BAROMETERS FOR SECONDARY USE WERE KEPT IN ALIPUR OBSERVATORY AND ARE STILL IN USE SINCE 1877.
A ‘DINES PRESSURE TUBE ANEMOGRAPH’ (DPTA) WAS INSTALLED AT ALLAHABAD IN 1895. A SHED FOR THERMOMETER WAS MODIFIED IN 1921 AND WAS CALLED AS ‘STEVENSON SCREEN’ AND ANEMOMETERS AND WIND VANES WERE MOUNTED ON ROOF TOP. CONTINUOUS RECORDS OF TEMPERATURE, PRESSURE, HUMIDITY, WIND DIRECTION AND SPEED AND RAINFALL IS AVAILBALE (OF SOME PALCES) SINCE 1871. UPPER AIR OBSERVATIONS USING BALLOONS STARTED IN 1877 WHICH FURTHERE IMPROVED WITH THE HELP OF KITED WERE MEASURED CARRYING METEOROGRAPH IN 1905. PRESENTLY IMD PROVIDES SERVICES RELATING TO METEOROLOGY, SEISMOLOFY AND ALLIED SUBJECTS TO DIFFERENT SECTORS AS FOLLOWS (See picture below):-

NAGPUR IS PRESENTLY EXPERIENCING A COOL WEATHER. FAIR WEATHER AND CLEAR SKIES WILL GRACE THE NEXT WEEK.THE MERCURY AFTER MAKING HISTORIC FALL IS RISING FROM LAST TWO DAYS AS EXPECTED. FAIRLY WARM (AS COMPARED TO LAST WEEK) WEEK AHEAD. BIT BY BIT THE MINIMUM TEMPERATURE WILL RISE TO ABOUT 14 (+/-1.5) DEG CEL BY SUNDAY THE 16th JAN 2011. BUT ON MONDAY THE 17th JAN 2011 WILL SEE A FALL OF ABOUT THREE DEG CEL AS COMPARED TO PREVIOUS DAY. SURFACE WINDS OF ABOUT 10 TO 15 Kmph MAY GIVE A FEEL OF CHILL(FACTOR) ON SATURDAY & SUNDAY EVENING (POST NOON).

GLOBAL WARMING---WHERE ARE YOU?



DENSE FOG, CHILLY WEATHER CONTINUES UNABATED AND THE COLD WEATHER CONDITIONS ARE INTENSIFYING IN PARTS OF ASIA.
ON JANUARY 07th 2011, DELHI(4.3) WAS COLDER THAN SHIMLA(5.5).
THE SOUTHWARD JOURNEY OF THE MERCURY CONTINUES AND MANY PLACES IN THE MAINLAND OF MADHYAPRADESH RECORDED SUB-ZERO TEMPERATURES. IN REWA 44-YR OLD RECORD WAS BROKEN AND IN RAICHUR (KARNATAKA) 120-YR OLD RECORD WAS BROKEN.
THE NIPPY WEATHER CONDITIONS LEAD TO FOG AND MIST AFFECTING NORMAL LIFE, BEING THROWN OUT OF GEAR. ROOM HEATERS AND FOR THE LESS PRIVILEGED BON-FIRES ARE A COMMON SIGHT.
THE GUANGXI WEATHER BUREAU IN CHINA HAS WARNED ABOUT INTENSE COLD WAVE IN CENTRAL AND SOUTH CHINA. MILLIONS OF LIVES ARE PARALYSIED DUE TO SLEET AND SNOW, THE NATIONAL HIGHWAYS AND AIRPORTS BEING CLOSED. ITS CASCADING EFFECT IS SHORTAGE OF FOOD SUPPLIES AND PRICE RISE AND SCHOOLS AND COLLEGES BEING CLOSED OWING TO SAFETY CONCERNS.
IF THERE IS NO RELIEF FROM SUCH FREEZING WEATHER, THE ESSENTIAL SUPPLIES, WATER AND ELECTRICITY MAY BEAR A COLD SNAP. THE RESULTING FINANCIAL LOSSES MAY BE IN MILLIONS OF DOLLARS. THE BONE PENETRATING COLD WAVE MAY LAST FOR ABOUT A WEEK MORE, ACCORDING TO IMD. AND WE WILL HAVE TO BEAR THE BRUNT OF WEATHER, BECAUSE WE DO NOT HAVE ANY COLD WAVE RISK MITIGATION PLANS AND THE VAGARIES OF WEATHER WILL CONTINUE TO SHOW ITS UNPRECEDENTED CALAMITY.

MEANWHILE, NAGPUR WEATHER OBSERVATORY, ESTABLISHED ON 01.01.1869 AT MAYO HOSPITAL AS A CLASS-IV-B OBSERVATORY AND SHIFTED TO PRESENT SITE ON 19.04.1948 AS A CLASS-I OBSERVATORY RECORDED TODAY ON 07th JANUARY 2011 A MINIMUM TEMPERATURE OF 5.7 DEG CEL, THE SECOND LOWEST TEMPERATURE IN THE HISTORY. INCIDENTLY TODAY IN 1937 THE LOWEST EVER MINIMUM TEMPERATURE WAS RECORDED AS 3.9 DEG CEL. AND TOADY LAST YEAR IN 2010 WAS THE COLDEST DAY OF THE RESPECTIVE SEASON. IN NAGPUR. ON FIVE OCCASSIONS IN THE PAST DECADE i.e. IN 2001,2004,2007,2008,2009 THERE WAS NOT A SINGLE DAY IN JANUARY WHICH COULD SEE A TEMPERATURE DROP EVEN UPTO 8 DEG CEL
IF WE FURTHER CONTINUE TO WITNESS THE ONSLAUGHT OF WINTER,  WE MAY HAVE TO ISSUE A SEARCH WARRANT FOR GLOBAL WARMING TO EXTEND ITS GRATITUDE TO GIVE US MUCH NEEDED RESPITE AND WARMTH.

1) The ringtone "Nokia tune" is actually based on a 19th century guitar work named "Gran Vals" by Spanish musician Francisco Tárrega. The river itself, Nokianvirta, was named after the old Finnish word originally meaning sable, later pine marten. A species of this small, black-furred predatory animal was once found in the region, but it is now extinct.
