Sub: Minutes of the meeting of Association representatives with the DGM on
16-11-2010.In response to our Letter No: IMD/NGSSA/26/2010 dated 18-10-2010, the Association representatives attended the meeting called by DGM on 16-11-2010 at Conference Room. The following persons attended the meeting:

The DGM welcomed all the members and replied to the agenda points as follows:
Point No 1: Status of FCS/MBPS for lower Scientific/Technical employees of IMD.
Reply: The DoP&T has raised some query on the subject, the MoES has replied to the query and the file is presently with DoP&T.The Administrative Ministry, Secretary MoES and the Department itself is in favour of FCS/MBPS.DGM assured that the foundation cadres will definitely get the career progression in one form or the other.
Point No 2: Recruitment of feeder cadre S.As.
Reply: The revised R/Rules of S.A. is sent to DoP&T for approval. As soon the formalities of R/Rules are completed, the necessary action for recruitment will be taken up. Also, necessary clarification is being sought from DoP&T for employees whose seniority is being affected post VI CPC recommendations.
Point No 3: Updated Seniority list of S.A. to AM-I.
Reply: DGM was convinced and agreed that the Seniority list is not in order and needs updation. DGM directed the Administration for compliance and assured that it will also be posted in IMD MetNet.
Point No 4: Filing up of vacant posts of Scientific/Technical lying vacant due to promotion/retirement.
Reply: The Association briefed that every month many lower Scientific/Technical Cadre employees retire and unlike other Department, there is no policy in place in IMD to conduct advance panel DPC so that delay in promotion due to various reasons can be avoided. Also, around 711 employees (AM-I.AM-II & S.As) will retire between 2009-13.
DGM directed Administration to initiate the process of Advance panel for promotion in lower scientific cadres.
Point No.5: Applicability of ACPS benefits in new pay structure adopted w.e.f. 01-01-2006 to employees whose 1st /2nd ACP if due, is between 01-01-2006 to 31-08-2008 as per clarification of DoP&T.
Reply: It was assured that the Administration is getting some representations on the issue and the same is being referred to DoP&T in the light of recent clarification in the matter.
Point No.6: Frequent manipulation of Transfer policy.
Reply: The Association pointed out various manipulations in Transfer Policy wherein the genuine employees wait their turn in uncertainty. The instances of irregularities in past & recent cases were highlighted. DGM replied that as there is no Central Transfer policy in IMD coupled with no recruitment for more than decades, the Administration is finding challenge to run the field stations. DGM assured that soon a concrete and transparent policy will be in place for smooth functioning of Office as soon as the recruitment process is over.
Point No.7: Misc. points on Welfare measures.
Poor conditions of Guest House:
Reply: DGM assured full support to the volunteer who is ready to shoulder the responsibility of improving the overall facilities of Guest-House with good House-Keeping services. The DGM was assured that this Association is committed to better Career & Welfare measures of IMD employees and the best suited person will volunteer for such cause.
Ad-hoc AM-II: The Association pointed out the miseries of AM-IIs who had lost their precious 4 years service in the cadre on account Ad-hoc status for no fault on their part as the R/Rules was same even before their period and also remained same after some time before amendment. The Association impressed upon DGM to process the case to competent authorities for one time relaxation. The Association also emphasized the court verdict which vindicates the stand that Promotion can be made once the Draft R/Rules are approved by the competent authorities. This can be implemented in case for promotion from AM-I to Met-I and this will have chain effect on the lower cadres.
Reply: DGM and DDGM (A&S) agreed to sent the file for one time relaxation to our Administrative Ministry and briefed that as soon as the amended R/Rules (as per VI CPC) is approved by DoP&T, the process of promotion from AM-I to Met-I will be implemented.

WITH HUMIDITY HOVERING AROUND JUST 77%, THE CHANCES OF RAIN ON 24TH ARE MINIMISED. THERE MAY NOT BE ANY RAIN ON 24TH. IT MAY RAIN ON 28th NOV 2010 EVEN THOUGH THE TOTAL AMOUNT OF PRECIPITATION AVAILABLE IN THE SYSTEM IS JUST AROUD 18MM. MINIMUM TEMPS TO BE AROUND 20 DEG CEL AND WIND SPEED AROUND 05 KNOTS A BIT OF WIND CHILL FACTOR MAY BE PRESENT GIVING A FEEL LIKE TEMP OF 18-19 DEG CEL.
